This is the second time I have tried to send a PM and it just sits in the outbox after I click on submit, never getting sent...

Something I am doing wrong?

actually, although it seems a bit weird, that's how the system works... It sits in your outbox until it is read by the recipient - then it moves to sent.

Of course, what I'm admitting there is that I don't look at the forum posts or messages more than about once per day It's a good rule that means that people get reasonably fast (sub 24h) responses, but it helps stop the forums taking up so much of my time that I can't find any time to write code or do other stuff...
