Implement addition PHD2 Dithering options

Hello, N.I.N.A. provides the ability to configure PHD2, as well as monitor the application. You can see what N.I.N.A. does on pages 20 - 21 of the N.I.N.A. PDF-based manual.
The ability to configure PHD2 from SharpCap seems to me to be a useful capability. Certainly this is a bit of "gold plating", given that these parameters can be set using PHD2 itself. But, it would be nice to be able to set these params from within SharpCap.
