This error, in my experience, was often caused by corrupt user profile. Windows 7 was notorious for it.

For anyone encountering "faulty module KERNELBASE.dll" - it could occur starting any Windows program - try this:
  • create a new user
  • log on with this user
  • run the program causing the error
If the error does not occur, then a corrupt user profile is the likely cause.

For a corrupt user profile, once the new user has been created, then data (Documents, Pictures ...) can be copied from the old profile to the new profile.

Also the corrupt user profile could be renamed (by an admin user) and the original user name created, then the data copied back.
