I was able to fix the issue.
These are the exact steps, from my memory, that fixed the issue.
1) I went to Sharpcap.exe properties, Compatability tab, and Custom DPI settings.
2) I changed the Windows DPI settings to a "custom" 100%, and it asked me to sign out. I did.
3) I signed back in and everything was bigger on the desktop now. The custom DPI in Display properties was now 175% for some reason.
4) I set it back to recommended 125%, and now Sharpcap was working properly.
My guess is that Samsung somehow set a weird DPI setting that couldn't be changed to the right setting until like what I did.

Hi,
glad you found the fix. SharpCap does not handle high DPI perfectly yet (although I have fixed the particular problem you saw in SharpCap 4.0, which will be released in the next couple of months). I do hope to improve the high DPI support much more in the long term, but there is still a considerable amount of old parts of the code that need updating before I can tackle that problem.
