The use of the letter S/N is very rare. Well used programs like EQMOD don't use it. Simbad, Wikipedia dont' use it either. I think it originates from written journals to prevent copy errors in case the document get dirty or has poor printing quality.
I would vote to change it.

Hello Robin, Yes setting the regional separator from comma to dot in Windows fixes the problem. Don't expect any comma in the attached .ini and .wcs files.
